JOE VIELE ENCOURAGES A ‘NO’ VOTE ON THE REC CENTER REFERENDUM

Over two months ago, Joe Viele called for a halt to the efforts to build a public recreation center which would compete directly with local businesses. He called into question the wisdom of spending $5,000,000 in bonded debt and an additional $375,000 in annual operating costs at a time when many citizens were still struggling.

The current South Kingstown Town Council voted to begin spending on the project, even though the public had not yet approved a third bond which is on the November ballot. In the interim, the Town Council has quietly increased the spending on the gym by an additional million dollars on construction. Without fanfare, and in an amended Q&A document on its website, the Town indicated that it plans to spend these additional taxpayer funds. The document, which claimed that discussion of the gym included speculation and incomplete information, was itself incomplete and speculative. The updated version of this document brings the total spending on the gym to 7.97 million dollars for construction and the first five years of operation.

“With all due respect, the taxpayers of South Kingstown that I speak with don’t want the debt, don’t want the annual spending, and don’t want local businesses to be hurt,” says Joe Viele, candidate for South Kingstown Town Council.

“The spiraling, out of control spending, combined with the failure to articulate the need for the center, clearly indicates that we have a local Town Council that is out of control. I call on the voters to join me in voting against this extraordinary waste of taxpayer dollars. I also call on all fellow candidates for Town Council to speak out against this outrage,” Viele concluded.

JOE VIELE CALLS ON TOWN COUNCIL TO HALT EFFORTS ON GYM

Last week, The South County Independent reported that the Town of South Kingstown was moving forward with its plans to build a community gym. The public gym project sprung into existence from a bond referendum approved in 2004. A lot has changed since then. 2004 was a world before the ‘Great Recession,’ when Rhode Island unemployment hovered near 5%. The electorate has changed dramatically in the intervening 10 years also. Some of today’s voters were only 8 years old when the referendum was passed. While the town budget ratchets up, year after year, the income of many residents has not kept pace.

The South Kingstown Town Council has the power to pause this project and re-assess whether it is in the best interests of South Kingstown residents. Joe Viele, candidate for Town Council, calls on our elected officials to consider the impact of the planned project. The gym will compete directly with existing private facilities that are currently meeting the needs of residents. “To take a piece of property off of the tax rolls, use the taxpayer’s credit card to fund the project, and hurt existing businesses in the process seems problematic,” said Joe Viele.

“The town currently owns more land, more basketball courts, more soccer fields, and more grounds staff than anybody that I can think of. Is this really the highest priority for five million dollars in capital funding and decades of on-going maintenance and staffing costs?” Without Town Council intervention, the project will begin incurring costs associated with architectural services bid proposals that were unsealed on June 20th. “The decision to pause the project should not wait for the new Town Council to be seated,” Viele concluded.

“‘Balance’ is the word that comes to mind,” said Viele, who owns Liberty Rentals in Peace Dale. “There should be representatives from all sectors of the community. I’ve considered running for a long time. I think it would be helpful to have a representative from the business community.”

Viele, a South Kingstown resident for the past 43 years, has served on the town Economic Development committee and is treasurer of the Southern Rhode Island Chamber of Commerce and a former chairman of its board. Viele announced his bid for the council in November, saying that he plans to draw on his experiences as a small businessman, if elected.

JOE VIELE DECLARES THE ERA OF THE MASTER LEVER OVER

Last week, the South Kingstown Town Council crafted an agenda that would have ended any discussion of the master lever.  The master lever is an artifact of a bygone era, where party bosses handpicked candidates and voters were expected to pull the master lever - effectively voting for all candidates in a specific party.  Studies have shown that this expression of support for a party is not reflected in down ballot voting; in non-partisan races, it results in significant under-voting.  This era of hidden back rooms and secret deal making has hurt Rhode Island.  As the only state in New England that still has this tool of cronyism, it is time to speak clearly against the entrenched professional politicians.

A bill to eliminate the master lever recently passed the Rhode Island House of Representatives.  Not one sitting Representative voted against the measure.  Currently, the issues is stuck in committee in the Rhode Island Senate even though 14 Senators are on-record for its elimination and only 1 is listed as opposed.  Without Senate leadership’s support, the issue will die in committee for another legislative session.  It will take a clear and sustained message from all corners of Rhode Island to overcome the resistance from the powerful.

Joe Viele, candidate for South Kingstown Town Council, expressed his concern about the South Kingstown Town Council’s timidity.  “When there is an essential reform to be made, and the voters of South Kingstown are not being represented by Senate leadership, it is critical that our Town Council pick up the megaphone and speak loudly.”

The South Kingstown Town Council agreed to discuss the issue at their next meeting in June.  “I call on the Town Council to support the elimination of the master lever.  If they do not take this action, then, with the help of the voters of South Kingstown, I will bring it up at my first meeting as a new Town Councilor.”

Joe Viele honored with two SRI Chamber Choice Awards
In an annual ceremony, Joe Viele received an award for Selfless Networker, as well as shared an award with his business partner Frank Jenestreet for Unsung Hero.  These awards underscore that this town council run is not about Joe Viele, but about serving the town he loves.  The awards were all that much sweeter since the winners were chosen by the wider chamber community through a vote.

Viele, who has long been a staple of the business community in South Kingstown, said he plans to run as an independent and draw on his experiences as a longtime small business owner. 
"As a small business person who is dealing with a six year recession, a set of eyes from that perspective could be helpful," he said.

Whether it was the energy of the crowd or a planned decision, Joe announced his intention to run for the South Kingstown Town Council.
